It's completely accessible.  You put in your plain text/HTML,
which is accessible (assuming your HTML is accessible), then
you run a Javascript over the text which absolutely positions
a Flash movie containing your HTML (Flash HTML, not Flash
graphics) directly on top of your text.

I was trying to use sIFR for two recent sites but there are
issues with the behaviour of links once they've been replaced.
