Eclipse works perfectly for me, too. I sometimes use Quanta+ for its
transparent (KIO-based) FTP and FISH support. They both are well
configurable, including screen layout and keyboard shortcuts
configuration.
Also, I sometimes use mcedit with custom php syntax highlight file.

Actually vim and ctags are pretty close to what can be called IDE :-)
