[Phpug] IPUG constitution and other formalities.

I second that nomination, David is enthuastic and up for the job. 

I'd also like to nominate Ken, for president, He has put a considerable
amount of time and effort into php.ie and I know nobody would be here withou
his time or dedication. I've never seen a consitituion spring forth so
quickly into action :) Kudos.
