[Phpug] IPUG constitution and other formalities.

Hi

I follow this recommendation for Ken as a chairman as well as I really 
identified him and David as the most active members of the PHP community 
since I'm here.

Ken is present as every PHP meeting, is always available to help or to give 
hand for the group (and to proofread my writing as well ah ah ah). He is at 
the origin of mostly everything here and my opinion is he is the best 
natural candidate for the Chairman position.

David will be in my opinion our best representative in Public Relations as 
he is as well a PHP Group member and PEAR president.

The other positions should be filled by people involved or interested to be 
actively involved in the Irish PHP life, ready to give times and 
constructive actions :)
