[Phpug] IPUG constitution and other formalities.

Folks,
Thanks to the generosity of the folks at SugarCRM, the Group needs to become
more formalised - we need a bank
account to deposit the sponsorship money that they've donated!
This money will be used to reimburse people for costs incurred relating to
the IPUG stand which we had at the recent
Irish Opensource Technology Conference and for printing copies of the
Whitepaper that we translated from the original
AFUP work.

I've checked with a few banks and in order to open a bank account [amongst
the more mundane requirements] we need
to have some form of constitution or manifesto as regards what the group is
about - it also seems a good time, especially
with matters financial, to think about a committee, a treasurer, public
relations officer, chairperson, secretary and so on.

Thomas Bridge wrote the constitution for the Irish Linux Users Group, a copy
of which is at http://www.linux.ie/legal/constitution.php,
has given permission to model the IPUG constitution on the ILUG one; so we
have a bit of a head-start regarding that.

This is clearly something we need to discuss, so I'll finish off at that...
