I don't think there is, but again if all committee members are within
travelling distance and want
to meet up for their committee meetings I don't see why not. Obviously if
one or more of the committee
members can't then they should fall back to holding them over IRC.

this is true - they 'meet' via irc for committee meetings.

I agree.
annual and semi-annual meetings could be held for partying^H^Hconference

Now as far as AGMs are concerned, I think a physical presence should be
required
partying^Wconference/community building exercises could follow on
afterwards.
It'd give people a chance to get to know each other and network after the
business has concluded.
